Lucy Mbabazi is the Country Manager of Visa Rwanda overseeing operations in Rwanda, Burundi and Malawi. Prior to this role, she led the implementation of Visa – Government of Rwanda (GoR) Public Private Partnership initiatives 2011 – 2015, established to lay the foundation for digitization of Rwanda’s economy and financial inclusion. Lucy was also part of a team of seven which led the successful pilot of mVISA in Rwanda, and is now being implemented elsewhere in Africa and India.
Prior to Visa, Ms. Mbabazi served as Policy and Strategy Advisor to the Head of Information Technology at the Rwanda Development Board (RDB/IT), the coordinating and implementing body of all Government of Rwanda ICT initiatives. While at RDB she led the development of Rwanda’s National ICT Plan (2011 – 2015) whose initiatives are driving Rwanda’s transformation into the envisioned 2020 vision of an ICT driven society.
She is also President of Girls in ICT Rwanda – a group of women professionals working together to inspire more Rwandan young women to choose a career in S.T.E.M (Science, Technology, Engineering and Mathematics). Ms. Mbabazi also serves as Vice Chairperson of the Broadband Systems Corporation (BSC) board, as well as a board member of the Rwanda Information and Communications Technology Association (RICTA).
Lucy holds a Bachelor of Science in Information Technology and Management from La Roche College, as well as a Master of Public Policy from the Harvard Kennedy School of Government.Back to Agenda
